
What Happens if Your Client Receives a Medicaid Discontinuation Notice from the NYC Human Resources Administration (HRA)?
New Yorkers who have Non-MAGI Medicaid through the NYC Human Resources Administration (HRA) have had their coverage automatically recertified since 2020 because of special rules related to the public health emergency. At this time, HRA is requiring most people to respond to recertification notices or risk their Medicaid case closing.
Medicaid coverage is authorized for 12 months. HRA mails a recertification packet about 2 months before the end of the authorization period. Recipients who do not complete and return the recertification packet will receive a letter in the mail from HRA specifying the discontinuation date of Medicaid coverage and will include Fair Hearing rights and how to maintain coverage while the hearing is pending. Those who receive this letter are still encouraged to return the recertification packet, as there is a 30-day grace period for recertifying coverage. Recipients who miss the 30-day grace period will still be allowed to return the renewal packet up to 90 days after the case closing and HRA will treat the renewal as a new application. Submitting Renewals
Renewal packets can be submitted in several ways:
· By mail, using the grey pre-paid envelope (with the bar code). Best practice is to mail a second copy return-receipt requested and to keep another copy for one’s file;
· Upload via ACCESS HRA: Clients will log into the ACCESS HRA portal and respond to questions, and then upload supporting documentation on HRA’s Document Upload App; or
· Hand-delivered to a Medicaid office, making sure to request a date-stamped receipt.
Please note that individuals with both Medicaid and SNAP may be automatically renewed for Medicaid and may not receive a Medicaid renewal. This is because of an e14 waiver, allowing for automatic renewal for these individuals, through June 30, 2025, only.
