Annual HEAP Changes 2024-2025
The Home Energy Assistance Program (HEAP) program is open and accepting applications! NYC residents can apply via ACCESS HRA.
HEAP (known as “regular HEAP”) provides assistance to low-income households to help pay for energy expenses. HEAP benefits are either sent as a direct payment to the household’s heating/utility vendor, or as a one-time cash benefit directly to the household on an EBT card.
To be eligible for HEAP, a household’s income must be within the program’s income guidelines. HEAP has two income eligibility thresholds: Tier 1 and Tier 2. Households that qualify under the Tier 1 income guidelines receive a slightly higher HEAP benefit compared to those under Tier 2. For detailed income limits, click here.
Additional HEAP Programs
The following programs are also available as part of the HEAP program:

HEAP Clean and Tune
Available to eligible households to assist in the cleaning of primary heating equipment. This may include chimney cleaning, minor repairs, installation of carbon monoxide detectors or programmable thermostats, if needed, to allow for the safe, proper, and efficient operation of heating equipment.

Heating Equipment Repair and Replacement:
Available to eligible households whose primary heating system is inoperable or unsafe. Under limited circumstances, heating equipment replacement is available to replace systems that are detrimental to a household member’s health.
