New York State’s School Tax Assessment Relief (STAR) was enacted in 1997 to lower the property taxes for certain homeowners by reducing the full value of a home, thus providing the homeowner with partial relief from school taxes.

The New York State Legislature sets the STAR exemption each year, but it is locally administered by city and town assessors. In NYC the Department of Finance administers the STAR exemption.
There is no funding for this tax exemption; localities support this program through a loss of tax revenues.
Summary of New York State’s School Tax Relief
The New York State School Tax Relief Program (STAR) provides New York State homeowners with partial exemptions from school property taxes. There are two levels of benefits: Basic STAR, available to anyone who owns and lives in his/her own home with earnings less than $500,000 and the Enhanced STAR, available to senior homeowners with incomes less than $86,300.
To claim the STAR exemption, an individual must file an application with their local assessor. In NYC, an individual must file an application with the NYC Department of Finance.
