The Home Energy Assistance Program (HEAP) helps low-income households pay the cost of heating their homes.

Regular HEAP Benefits

The 2020-2021 HEAP heating season is open, and the application is available in a fillable form here. The deadline to submit applications has been extended from April 30th to August 31, 2021, or until funds allocated to this program have been exhausted. Click here for more information.

Individuals who need assistance or would like to drop off an application and/or documentation can visit one of six Job Centers or a community site, listed below, which will forward the application to the HEAP central office for processing.

Emergency HEAP Benefits

The emergency HEAP benefit is available to eligible households whose utility or heating service is scheduled for termination or whose utility service or heating service has been terminated. The 2020-2021 emergency HEAP benefit opened January 4, 2021.

Typically, emergency HEAP benefits are available once during the program year. However, a second Emergency benefit was made available to eligible households on March 8, 2021 and a third benefit available on April 15, 2021.

How COVID-19 Cash Aid Impacts HEAP


The Economic Impact Payment (up to $1,400 per eligible individual) is not countable for HEAP.


The $300/$100 FPUC payments are excluded as income when determining eligibility for Regular HEAP, Emergency HEAP, Heating Equipment Repair and Replacement (HERR), Heating Equipment Clean and Tune (C&T), and Cooling Assistance benefits.
